40K RULES CONUNDRUM – Harpoonin I Shall Go!

Oh, that frisky Mawloc was only the beginning my friends.  We’ve got yes another brain-teaser for you to wrestle with this week.

Via reader Mon:

The Forgeworld Chaos Blood Slaughterer may purchase an upgrade called an Impaler which when it hits drags the enemy unit (potentially) into melee with the Slaughterer,  Now lets’s assume the Slaughterers special rule stating the Impaler attack automatically hits on a 4+ (rather than ballistic skill) is overwritten by the Skyfire rule as it’s still a shooting attack.

The question is:

Can a Blood Slaughterer pull a zooming aircraft or high flying monsterous creature down into melee with itself if the distance rolled on the chain pull is far enough to pull the target into cc range with the Slaughterer (which would normally initiate cc for the Slaughterer with it having counted as charging). Also note the possibility of collateral damage for making a fast moving thing stop so suddenly?

Relevent rules to refer to are:
-Warhammer 40,000 main rulebook
-Blood Slaughterer rules on p.64 of Imperial Apocalypse 2
Here are the relevant section of the Impaler rules:
 “…Using the Impaler counts as a shooting attack that hits on a 4+. If the harpoon strikes a successful Penetrating hit against a vehicle, or an unsaved wounding hit against a monstrous creature which survives the attack, then the daemonically empowered chain snaps back and the victim is abruptly dragged towards the Blood Slaughterer. Measure a straight line between the target and move the victim 2d6″ towards the Blood Slaughterer.  If the target model moves into base contact with the Blood Slaughterer, the Blood Slaughterer then counts as having assaulted it…”
